A native of Chelmsford, Atty. McHugh earned his degree from Harvard University and served in Vietnam as a naval officer. Following his service, McHugh earned his Juris Doctor, graduating with honors, from Suffolk University Law School.  Attorney McHugh has experience in all types of civil matters, including estate planning, elder law, business, personal injury, probate and real estate. He has been appointed a Commissioner by the Land Court and the Probate Court and as Guardian Ad Litem for the Probate Court to help manage difficult matters for the courts.

Attorney McHugh actively represents seniors obtaining Medicaid benefits. He is a member of the Massachusetts chapter of the National Association of Elder Law Attorneys and represents clients in applications to the Department of Medical Assistance as well as appeals to the Board of Hearings and to the Superior Court.

Attorney McHugh has been an active real estate practitioner, as well, and is an issuing title insurance agent. He is a member of the Real Estate Bar of Massachusetts and the Merrimack Valley Conveyancers’ Association.

As a citizen and community leader, Attorney McHugh has served in a variety of leadership positions. He held the elected position of Town Meeting Moderator from 1980 to 2011 and has served as Library Trustee. In addition, he has served on the Board of Directors or as President of numerous civic and business groups including the Chelmsford Scholarship Fund, Inc., Chelmsford Rotary Club, Chelmsford Cultural Council, Chelmsford High School Alumni Association, the Lowell Five Cent Savings Bank, the Merrimack Valley Estate Planning Council, and the Greater Lowell Home Builders’ Association. He was the Chelmsford Business Association Member of the Year and received the Community Service Award from The Chelmsford League of Women Voters of Chelmsford in 2011.

Number of client households served. 8. Recent personal production and performance (industry specific criteria).9. Education and professional designations/ industry and board certifications. 10.
